(1938--)1938年11月3日出生于黑龍江蘭西。臺(tái)灣政治大學(xué)外交系畢業(yè)，獲"中心獎(jiǎng)學(xué)金"。負(fù)笈美國，獲得塔夫滋大學(xué)佛萊契爾外交學(xué)院國際關(guān)系碩士、芝加哥大學(xué)歷史學(xué)博士學(xué)位。曾任教于美國南卡羅萊納州新伯利學(xué)院、印第安納州圣母大學(xué)，歷任芝加哥大學(xué)遠(yuǎn)東研究中心委員、美國"人文科學(xué)基金會(huì)"審查委員及評(píng)議委員，美國"亞洲研究協(xié)會(huì)"之臺(tái)灣研究會(huì)委員、美國華學(xué)協(xié)會(huì)理事及美國中西部華人學(xué)術(shù)聯(lián)誼會(huì)會(huì)長，并任政治大學(xué)、中山大學(xué)兼職教授。

　　1982年返臺(tái)，初任政治大學(xué)外交研究所教授、《亞洲與世界》社主任，榮獲美國中國文化協(xié)會(huì)頒發(fā)的"中國文化獎(jiǎng)"。1984年升任政大外交研究所所長，嗣任政大國際關(guān)系研究中心主任。1987年出任"行政院"新聞局長兼大陸工作會(huì)報(bào)發(fā)言人。同年5月5月任"行政院"新聞局局長、英文《自由中國紀(jì)事報(bào)》發(fā)行人。1988年7月當(dāng)選國民黨第十三屆中央委員。

　　1991年9月辭去新聞局局長職務(wù)，轉(zhuǎn)任政治大學(xué)外交研究所教授。1988年當(dāng)選國民黨十三屆中央委員。1994年復(fù)任政治大學(xué)國際關(guān)系研究中心主任。2000年7月任國民黨中央副秘書長。

　　美國在臺(tái)灣問題上的一系列舉動(dòng)，實(shí)質(zhì)上將置臺(tái)灣于危地。邵玉銘說，美臺(tái)關(guān)系不應(yīng)基于它是"美國軍隊(duì)的前哨"之上。他說，我們"承受不起卷入這場爭斗的后果。我們太弱小了"。無論從歷史、文化或地理的角度，還是從政治、經(jīng)濟(jì)現(xiàn)實(shí)情勢(shì)的角度，臺(tái)灣未來的前途在祖國大陸，臺(tái)灣的安全取決于兩岸人民的密切聯(lián)系和最終和平統(tǒng)一。
