1998年，畢業(yè)于上海醫(yī)科大學(xué)預(yù)防醫(yī)學(xué)本科；

2003年，獲得復(fù)旦大學(xué)管理學(xué)博士學(xué)位。

2003到2006年在復(fù)旦大學(xué)公共衛(wèi)生學(xué)院任講師，從事衛(wèi)生統(tǒng)計(jì)和社會(huì)醫(yī)學(xué)領(lǐng)域的教學(xué)和科研工作；

2006到2010年在英國利物浦大學(xué)熱帶病醫(yī)學(xué)院擔(dān)任講師，主要從事衛(wèi)生系統(tǒng)和政策領(lǐng)域的研究和教學(xué)工作；

2010年8月回國，加入北京大學(xué)中國衛(wèi)生發(fā)展研究中心，2015年起，擔(dān)任北京大學(xué)中國衛(wèi)生發(fā)展研究中心副主任。

劉曉云在衛(wèi)生系統(tǒng)和衛(wèi)生服務(wù)研究領(lǐng)域已有二十多年的科研和教學(xué)工作經(jīng)驗(yàn)。他負(fù)責(zé)和參加過多項(xiàng)由國家衛(wèi)生健康委員會(huì)、世界銀行、英國國際發(fā)展署以及世界衛(wèi)生組織等機(jī)構(gòu)資助的科研項(xiàng)目，在多個(gè)發(fā)展中國家（中國、越南、印度等）開展有關(guān)衛(wèi)生人力資源、醫(yī)療保障、衛(wèi)生政策以及結(jié)核病防治等領(lǐng)域的研究。從2003年至今，劉曉云應(yīng)邀分別為國家衛(wèi)生健康委員會(huì)、地方衛(wèi)生行政部門、世界衛(wèi)生組織、英國國際發(fā)展署等機(jī)構(gòu)提供咨詢服務(wù)，咨詢內(nèi)容包括：衛(wèi)生人力資源管理、結(jié)核病控制、初級衛(wèi)生保健、國際衛(wèi)生以及社區(qū)衛(wèi)生服務(wù)等。
