ROBERTE.OSGOOD,thethirddeanofSAIS,wasahighlyrespectedexpertinforeignpolicyandtheauthorofseveralsignificanttextsoninternationalrelations.HeplayedakeyroleatSAISfor25yearsuntilhisdeathin1986.HewastheSchool'sdirectorofAmericanForeignPolicyandco-directorofSecurityStudies,butperhapshismostvaluablecontributiontoSAISwashisroleindevelopingwhathasbeencalledthe"SAISapproach,"theanalysisofpolicybasedonstrongtheoreticalandhistoricalconcepts.HealsolaunchedtheMasterofInternationalPublicPolicyformid-careerprofessionals.OutsideofhisinvolvementwithSAIS,Dr.OsgoodwasnameddirectoroftheWashingtonCenterforForeignPolicyResearchin1967,servedin1969-70ontheU.S.NationalSecurityCouncil,andwasamemberofthesecretaryofstate'sPolicyPlanningCouncilfrom1983to1985.
