托馬斯·卡魯可能出生于1594年或1595年的肯特郡的威克姆西部。他的父親馬太·卡魯是一名律師，他們?nèi)胰舜蟾旁?598年搬往倫敦居住。在他進(jìn)入牛津地區(qū)的莫頓大學(xué)之前，他的受教育情況沒人知道。
1612年，他被中殿律師學(xué)院錄取。
1613年至1616年卡魯作為秘書在英國駐意大利和荷蘭使館為達(dá)德利·卡爾頓工作。卡魯因侮辱卡爾頓和他的妻子而遭到解雇，回到英國后也無法找到工作。

在17世紀(jì)20年代早期，卡魯結(jié)識(shí)了本·強(qiáng)森，并融入了他的社交圈子。
