　　張忠明 （張忠明 Ming Zhang， 英國； 網(wǎng)絡搜索關鍵詞：Ming Zhang Truancy）：英籍華人，中國福建福鼎市人，劍橋大學教育哲學博士。曾經(jīng)于英國電視臺第4臺任新聞制作人，英國教育部高級教育官，英國倫敦皇家領地金斯敦首席教育官�，F(xiàn)任該地首席教育策略官。所發(fā)表論著主要關于英國教育體制，發(fā)達國家義務教育問題，英國兒童貧困與教育，西方社會所面臨的勞動階層子女的教育問題及挑戰(zhàn)。近年發(fā)表的主要論著包括 ’The Origin of the Compulsory Education and Its Current Issues’, ’ School Absenteeism and the Implementation of Truancy-Related Penalty Notices’ 和 ’The Relationship between School Absenteeism and Child Poverty’, 等等。 張的這些論著對英國近年的義務教育政策影響不菲，其教育論點常常成為英國報章，電臺政治辯論的話題。
